Fixed the implementation of nsINetSupport. Before it was totally busted since it assumed that nsString could return a const char *buffer (which it cant). This error was masked because the (assumed) coersion was supposed to occur in a var-args (of course it wouldnt - but thats another story)

allows the view manager to maintain global state re: opacity.

remove dependency on perl to rotate the build number. this target should
...
have only been defined if MOZILLA_OFFICIAL was set, but it didn't work
right at all.
i've commented out the offending lines for now, until it is determined how we go
about rolling version numbers in the new world.
