[soft navs] Attribute more CharacterData modifications
We noticed typing in a <textarea> does not consistently cause ICP
entries to be emitted. The first character triggered an ICP entry
because it causes a node insertion (which is attributed), but subsequent
insertions use CharacterData::insertData, which was not instrumented.
This CL fixes the inconsistency by instrumenting more modification types
in CharacterData by moving the instrumentation to SetDataAndUpdate().
This additionally covers insertData(), appendData(), replaceData(), and
deleteData(). This adds WPTs for the JS APIs and <textarea> typing.
