* Migrate gyroscope tests from Feature-Policy to Permissions-Policy

Rename test files and update header files to use Permissions-Policy header
instead of the deprecated Feature-Policy header.

* Fix title tags: Feature Policy Test -> Permissions Policy Test

* Fix header syntax: use gyroscope=(self) per spec

* Fix all 'Feature Policy' text to 'Permissions Policy' in gyroscope

* Rename run_fp_tests_* to run_permissions_policy_tests_* (no abbreviations)

- Rename feature_policies to permissions_policies
- Rename get_feature_policies_for_sensor to get_permissions_policies_for_sensor
- Rename run_fp_tests_* to run_permissions_policy_tests_*
- Update test descriptions from Feature-Policy to Permissions-Policy
- Add backward compatibility aliases for legacy function names
