[wpt] Update CSS-linked-Parameters test after CSS resolution

The CSS WG discussed/resolved that the `param` function in CSS
linked parameters feature require at least 2 values [1], and hence
a comma is required. This CL updates the WPTs and Test expectations
corresponding to this resolution.
