Automatic update from web-platform-tests
Update links to CSS FXTF specs in META files (#56673)

FXTF drafts have moved to the CSSWG repository and are now served under
https://drafts.csswg.org/. This update adjusts the URLs accordingly in
the `META.yml` files (and in a README).

Note: Many tests have a `<link rel=help>` that target https://drafts.fxtf.org/
and that would need to be updated (880 occurrences). Applying find-and-replace
in bulk should work. Not done here as I wasn't clear whether this could trigger
side effects.
