Introduce NS_FRAME_STATE_NONE enumerator to replace instances of bare 0 and nsFrameState(0). This makes the value's type and intent explicit and lets the compiler catch future type mismatches. layout/base/nsCSSFrameConstructor.cpp:633:37 [-Wimplicit-int-enum-cast] implicit conversion from 'int' to enumeration type 'nsFrameState' is invalid in C++ NS_FRAME_STATE_NONE can't be defined in nsFrameStateBits.h because that header is a pure data list included multiple times in nsFrameState.h and nsFrameState.cpp with different definitions of the FRAME_STATE_BIT macro.
