Jamie Nicol 18ed118478 Bug 2046016 - gn_processor.py: Set NO_EXPAND_LIBS = True for GN static_library targets. r=glandium
GN static_library targets are intended to produce real archives, whereas
mozbuild static libraries are expanded into their object files by
default, which is closer to GN source_set semantics.

This mismatch is the cause of errors when attempting to link ANGLE's
libEGL library, arguably due to the angle_common static library's
definition missing framework dependencies. Using `NO_EXPAND_LIBS = True`
for GN static_library targets preserves the archive boundary, allowing
libEGL to link correctly.

Note that we only set NO_EXPAND_LIBS when FINAL_LIBRARY is not set. When
FINAL_LIBRARY is set, we intentionally do not emit USE_LIBS for the
targets' dependencies. Combined with NO_EXPAND_LIBS, this can cause
mozbuild to attempt to produce real archives for GN targets that have no
object files of their own, resulting in link failures.
