Rolf Rando 1f7030c8de Bug 2041214 - Disable NEON optimizations for GCC compilers temporarily r=mak ...

It is a simple typing issue likely, but probably safer to wait for the vendor to fix.
For now, disabling NEON (SIMD) optimizations on GCC.
I've filed this issue for the true fix. https://github.com/asg017/sqlite-vec/issues/299
