In https://bugzilla.mozilla.org/show_bug.cgi?id=2048271 we're experiencing intermittent failed downloads from archive.mozilla.org during partial generation. This has highlighted the fact that the script that drives it does not retry downloads. We should fix that to reduce the impact of this problem, and future similar problems.
