When the `try.gitbacking` machrc config is True, changes will be pushed to `mozilla-releng/git-backing` in addition to `hg.mozilla.org/try`. This way the commit will exist somewhere in Github that CI will be able to clone from. Differential Revision: https://phabricator.services.mozilla.com/D309071
