Fix an incorrect assertion in test_unknown_error_returns_default that passed only by loose-equality coincidence (undefined == null). Add tests for previously untested exports: getAllErrorIds, getErrorCount, initializeRegistry, resolveDescriptionParts, resolveAdvancedConfig, resolveManyL10nArgs, and l10n id/arg configurations defined as functions.
