This takes the approach of the search preferences examining the list, as that is simpler than working an extra flag into the search service for "hidden by enterprise policy". The approach has the advantage that we're using the exact enterprise policy settings list directly to hide the engines from the UI, and thus avoids any cases that the local saved settings could get out of sync with the enterprise policy settings.
