The wrapper API (Config::default / out_dir / compile_protos) is unchanged across the bump. Only the prost-* family and three minor transitives (fixedbitset, petgraph, foldhash) move; the other 44 locked deps stay put. Differential Revision: https://phabricator.services.mozilla.com/D300214
