This implements enough of the glinter setup copied from glean_parser to implement a new mozilla-central specific lint. The implementation is more generic already than it needs to be for this single lint. The new lint (`USES_OHTTP_CHECK`) _cannot_ be `no_lint`ed! It is a hard error, always.
