Add a JS RemoteSettings client that fetches filter list attachments from the "content-classifier-lists" collection and pushes them to the C++ ContentClassifierService via new XPCOM interfaces. Lists are selected for blocking or annotation via comma-separated list_names prefs. The RS client is only initialized when the feature is enabled and list names are configured, ensuring no downloads occur when the feature is disabled. Attachments are cached with fallback to cache and dump. Differential Revision: https://phabricator.services.mozilla.com/D291513
