Sky Ning 34c98ecc86 Bug 2041425 - Add BHR hang-signature heuristics module r=dthayer ...

Ports the apply_hang_signature_heuristics function (originally introduced
in python_mozetl issue #410) into mozilla-central as the first slice of
the broader bhr_collection migration.

The algorithm is unchanged. Includes parity tests against a Python port
of getHangFrames from hang-stats/bhr.js, plus a real-data validation
against recorded hang_aggregates samples when those are available locally.

Applying the heuristic twice produces the same result as applying it
once, which means the eventual frontend update to remove these
heuristics from getHangFrames can ship independently from the backend
rollout.
