Automatic update from web-platform-tests
Workers: improve exceptions in workers coverage

This also aligns abrupt-completion.html with the specification as shared worker runtime exceptions do not propagate to the SharedWorker instances. Only an initial parse error will propagate to the creating SharedWorker instance.
