[wpt] Distinguish uncaught exceptions from subcommand exit codes
The `./wpt` dispatcher previously re-raised exceptions out of
subcommand scripts, letting them propagate to CPython's default
handler and exit 1 — indistinguishable from a subcommand that
deliberately returned 1 (e.g., `run` with one failure, `lint` with one
failure).
Now, we instead print the traceback ourselves and exit with
`os.EX_SOFTWARE` (70).

Always exit with 1 on lint errors
Previously, we exited with the number of lint errors. This both makes
it hard to distinguish what's going on (is this an exit due to invalid
arguments or is this an exit due to a lint errors), and would stop
being accurate with more than 255 errors.

Align python3 -m tool.lint.lint with the os.EX_SOFTWARE exit
