Automatic update from web-platform-tests [sub apps] change web api Change web api according to the https://github.com/explainers-by-googlers/sub-apps The API is not launched yet, but it is already used by customers as an experimentation, so I did not want to break this into multiple cl's to not have multiple breaking updates. The changes mostly are about new error codes and argument -> response shape. All test are remained mostly same, except a few files: manifest_same_scope.webmanifest, page_same_scope.html because the previous test was not actually testing correct condition due to not being able to differentiate source of failures.
