[animation-trigger] Deflake compositor-timeline-trigger tests

These timeline-trigger WPTs test that scrolling triggers an animation by
initiating scrolling from the main thread. In these cases, the tests
need to wait for 2 commits:

- one commit so that the compositor trigger can observe the scroll
  update, and
- one commit so that the main thread can observe the
  compositor  trigger response to the scroll update.
