Automatic update from web-platform-tests [PointerEvents] Make touch-action support single-axis scroll containers Re-enable pan-x / pan-y independently based on whether the element is a scroll container for each axis, instead of always enabling both. An element scrollable along only one axis inside touch-action: none now only re-enables panning along that axis.
