[wpt] Add/update fuzzy tolerances for view-transition reftests (#60149)

Two CSS view-transition reftests have small edge antialiasing
differences in virtual test suites:
- pseudo-element-overflow-clip-with-border-radius.html differs around
  the rounded blue corner.
- new-content-transform-change-001.html differs along the edge of
  the transformed diamond.

Add/tweak fuzzy metadata for these rendering differences.
