Automatic update from web-platform-tests ForAllBoxFragmentDescendants() to visit children of inlines. Non-atomic inlines may have block children, and ForAllBoxFragmentDescendants() failed to visit them, because we just did MoveToNextSkippingChildren() on the inline cursor. Check the result from the PhysicalFragmentTraversalListener instead. Also mark non-atomic PhysicalBoxFragment inlines as fragmentable (i.e. non-monolithic) if inside a block fragmentation context. This seems more reasonable, and helps TraversalListener::HandleEntry() in layout_box_utils.cc behave correctly (cannot just kSkipChildren for those).
