Overflowing columns may affect column block-size.

We used to deliberately ignore overflowing columns when calculating the
block-size for columns with no given block-size (either because of
balancing, or column-fill:auto with no given multicol container
block-size), but this is wrong according to the spec.

Columns that overflow in the inline direction (typically no wrapping, no
nested fragmentation) may affect the block-size of the columns in a
line. If overflow is in the block direction, on the other hand, they
must be ignored, since they belong in a different line / row.

Remove one existing legacy test, which expected the old behavior.
