Automatic update from web-platform-tests adds new lint rule for ineffective exclusion patterns in WEB_FEATURES.yml (#58465) * outputs invalid webfeatures message to linter * adds lint for unnecessary exclusion patterns in WEB_FEATURES.yml * fixes new lint errors also tweaks the lint error messaging for "unnecessary exclusions" * Update test_file_lints.py -- wpt-commits: 33dbd0a976aeb5ff9296dc9b6d08ecddb179a783 wpt-pr: 58465
