[CompositeClipPathAnimation] Fix early fallback for fragmentation
This CL fixes a bug where clip-path animations would only fall back in
the case of a fragmented LayoutBox, but not in the presence of an
inline layout. This case has not been hit in the wild to my knowledge,
likely due to interop issues with clip-path on fragmented layout.

The previous code used flags improperly, basing its calculation on
is_in_block_fragmentation_ from the paint property tree builder
context. However, animations are not currently compositable in all
kinds of fragmentation, not just the kind that was being checked.
