Automatic update from web-platform-tests [gap-decorations] Remove rule-break: auto, make normal the default Per CSSWG resolution on issue #13127, 'spanning-item' was renamed to 'normal' and 'auto' is removed. This CL removes all code related to rule-break: auto and makes 'normal' the default value for both column-rule-break and row-rule-break properties.
