Vladimir Levin 43e0f1abf8 Bug 2028380 [wpt PR 58880] - anchor: Invalidate paint properties on position-area change., a=testonly
Automatic update from web-platform-tests
anchor: Invalidate paint properties on position-area change.

When position area changes we should recompute offsets for cc which is
done in paint properties. This means we should invalidate.

This adds a general box-paint-property update mechanism
