Until we implement evaluation phase imports of wasm modules, we need to
check for attempts to import the same module first as source phase and
then as evaluation phase, because in this case, the module will be
retrieved from the module map and then linking will be attempted, which
isn't supported yet. This also adds a local web-platform test, as the
existing web-platform tests don't cover this sequence of events.
