Alastor Wu 8800d9cbd3 Bug 2053586 - Part 3: Enable the muted-state pref for tests that rely on the runtime muted content attribute. r=media-playback-reviewers,jolin

test_defaultMuted.html and the muted / event_volumechange web-platform tests
assert that adding the muted content attribute at runtime mutes the element.

That behavior is now off by default outside Nightly, so force the pref on for
those tests to keep them passing on every channel.
