The annotations landed in Bug 2019625 and Bug 2019631 used `(processor == "aarch64")` to target the macosx1500-aarch64 workers, but the wpt run_info on those workers reports `processor: "x86_64"` (the build's mozinfo.json from the Linux x64 builder overrides the runtime value); the M4 hardware shows up as `arch: "aarch64"` and `apple_silicon: true`. The `processor == "aarch64"` clause is therefore unsatisfiable and the annotations have no effect, which is why BrowserCaptureMediaStreamTrack-restrictTo.https.html still times out on m-c at revisions that contain Karlt's disable. Drop the processor clause. macOS 15.3 is only deployed on the M4 fleet in our CI, so `os_version == "15.30"` uniquely identifies these workers. This matches the convention already used by other 15.30 conditions in the tree (e.g. cookieStore_set_arguments, css-view-transitions/nested/rotated-container).
