Now we parse `<keyframe-selector>` for named timeline range names. However, we skip them when converting then into `KeyframesStep`, which is not suitable for range names. We need to rewrite a lot of code if we'd like to add range names into `KeyframesStep` because we assume the offset is percentage and we sort `KeyframesStep`s at computed time. The handle of missing keyframes is also tricky now because we cannot resolve the keyframe offsets (i.e `start_percentage` in `KeyframesStep`) until we have layout frame info. Let's move the rework of the framework into Bug 2033130. Differential Revision: https://phabricator.services.mozilla.com/D295072
