Linux NaR builds reuse linux64 shippable pgo profiles. However NaR ships
with --as-milestone=release and this causes control flow mismatches (as
pointed out in Bug 1876157 for Windows)

This patch adds a dedicated NaR instrumented build and profile task to
have more representative performance.
