The ubuntu2404 raw image pins an apt snapshot for reproducibility, and the
package lists from the parent image aren't usable in the debian-packages child,
so apt-get install fails to locate any package. Refresh the lists first. The
snapshot pin is inherited by the child image, so the resolved package versions
are unchanged.
