include/libyuv/row.h defines HAS_RGBTOUVMATRIXROW_NEON twice: once under the `#if !defined(__GNUC__) || defined(__clang__)` guard that disables the NEON matrix-row path on GCC, and again unconditionally in the AArch64 block (a copy/paste of HAS_ARGBTOUVMATRIXROW_NEON_I8MM with the suffix dropped). On GCC the stray define re-enables the call sites while RGBToUVMatrixRow_NEON's definition stays guarded off, giving the undefined reference; clang is fine. There is no _I8MM variant of the function so the line is just removed.
