Note about layout.css.scrollbar-width-thin.disabled:
In the case where the pref is false (default),
```
.scrollabler { scrollbar-wdith: thin; }
.scrollable::-webkit-scrollbar { display: none; }
```
does NOT hide the scrollbars just like what Chrome does.
In the case where the pref is true,
```
.scrollabler { scrollbar-wdith: thin; }
.scrollable::-webkit-scrollbar { display: none; }
```
does NOT hide the scrollbars either, the width of scrollbar is rendered
as if it's 'auto`.
