Emilio Cobos Álvarez 1ff7d8fa83 Bug 1955698 - Make file input tests not prone to fuzziness by not using XUL. r=dshin

With the previous patch it causes some (known-ish) fuzziness on windows.
This is totally preventable tho, we no longer need XUL to describe file
inputs. We only need the chrome css to specify the -moz-field system
font.
