Add dom.worker.remoteDebugger.enabled, defaulting to true on Nightly and false on other channels. When it is set, a worker registers its debugger in the parent process through the existing RemoteWorkerDebugger IPC instead of creating a local WorkerDebugger; the two mechanisms are mutually exclusive per worker. This covers workers running in content processes as well as workers running in the parent process itself, the latter gated on RemoteWorkerService being initialized (RemoteWorkerService::IsInitialized) so that the IPC endpoint exists. WorkerPrivate latches the choice in mUseRemoteDebugger and gates the enable/disable/bind paths on it, and guards PostMessageToDebugger / ReportErrorToDebugger against the now-absent local debugger. The script URL sent to the parent is resolved against the worker base URI so it is absolute. With the pref off (the default on non-Nightly channels) behaviour is unchanged.
