This patch extends CSSRotate with functionality required for reification of <transform-list> / <transform-function> values in CSS Typed OM. These additions are part of the initial infrastructure needed to expose transform values and transform components through the TypedValue enum and enable relevant WPT reification tests. In particular, this adds storage for the rotation axis and angle internal slots and support for initializing them through the CSSRotate constructor.
