Migrate read-only IsTypeSupported / IsSupported call sites to the new process-wide singleton: - container/codec predicates: ADTSDecoder, MP3Decoder, MP4Decoder, WebMDecoder, MatroskaDecoder. - MediaCapabilities audio precheck and WebRTC MediaDataCodec capability check. - MediaFormatReader::OnDemuxerInitDone and MediaBufferDecoder mime-type precheck.
