This uses a new HasActiveCloseWatcher boolean field to allow owners of the Window process to discover when an active CloseWatcher has been established in the DOM. As CloseWatchers are added the boolean is flipped to true, and will only flip back to false when there are no active CloseWatchers left (which can be as many as two close gestures to clear the list of active CloseWatchers).
