Our team felt that a submenu in the tab context menu made it annoying to edit or delete a tab note. We decided that "Edit Note" made the most sense right now when right-clicking a tab with a note. This opens the Edit Note panel, which has a button to delete the note. We may revisit this decision in bug 2023230 if we decide that deletion is more common that editing and we want to make it easier for users to delete notes.
