The CSS for these icons use `--icon-size` which is 16px, but the view-*.svg icon files were 20px. In order to avoid unwanted scaling artifacts, this patch targets 16px SVG assets instead. For history, recent browsing, and synced tabs icons that already exist in 16px size in the codebase, remove the Firefox View icons and use the shared icons instead. Replaces view-opentabs.svg with the Nova-styled 16px icon. view-chats.svg was already replaced by the Smart Window team with the Nova-styled 16px icon. The only complication is view-recentlyclosed.svg. There is a closed-tabs-16 redrawn for Nova, but it has a viewbox of 20x20 and it can't fit in a 16x16 viewbox. I filed bug 2047260 to address this icon later. It looks out of place with Nova enabled, but we'll prioritize fixing that as appropriate.
