Profile backup stages databases as raw obfsvfs ciphertext whose per-database keys live only in the originating profile's lockstore, so an encrypted backup cannot be restored into another profile; and restoring a plaintext backup into an encrypting instance would copy databases that obfsvfs then rejects fail-closed, leaving a broken profile. Until portable encrypted backup/restore exists, gate both archiveEnabledStatus and restoreEnabledStatus on security.storage.encryption.sqlite.enabled so backup and restore are unavailable while encryption is on.
