serge-sans-paille deb44a5712 Bug 2034832 - Make accessible/ headers compatible with current static analysis r=accessibility-platform-reviewers,eeejay
- use = default when relevant
- use = delete on public method instead of unimplemented private
- modify accessible/xpcom/AccEventGen.py to generate code that matches
  those rules (bonus)

This matches the clang-tidy rules:
