Previously, there were no browser tests for inert. The next patch will add new tests to this file, so rather than adding more stuff to mochitests, I figured it made sense to port this test. There shouldn't be any functional change in this patch. I also added a treeupdate directory rather than shoving it in the e10s kitchen sink because someone had to make the first move. :) This doesn't move other treeupdate tests though.
