Update the implementation of `waitForDOM` to use `waitFor` instead of mutations.
Remove `waitForDOMIfNeeded` in netmonitor, which becomes the standard behavior for `waitForDOM` now.
Add meaningful logs when starting to wait and when resolving or rejecting.
