This technically fixes two issues: 1. The issue described in bug 2060232 where the checkbox under the Standard window density setting doesn't always display when expected on tablet mode capable devices. It should show only when you're using a tablet-capable Win 11 device, a Win 10 device, or Linux AND the Standard density mode must be currently selected. 2. Adds a fix for an underlying issue with our previously added check for when to display these conditional touch-specific settings in about:preferences#appearance > Window density. We previously were checking for platform alone including only looking at Win10/Linux for these touch settings. With this patch, we should be able to tell on Win11 if the device is tablet mode capable and show settings accordingly. Differential Revision: https://phabricator.services.mozilla.com/D316241
