Duncan McIntosh 99f0b65086 Bug 2036942 - Part 3: Use nsSystemInfo["build"] from ClientEnvironment and remove WindowsVersionInfo.sys.mjs. r=cdupuis,TravisLong
Additionally, this converts ClientEnvironment to use the "build"
property. It'd probably be good to remove the "build" property if we're
avoiding GetVersionEx (currently the browser won't start if it fails),
but in the meantime this is used by the messaging system and Nimbus. I
don't know how difficult it would be to change them, so punt for now.

I sketched out a replacement getExactWindows10Build function, but I
figure this is a good enough stopgap.
