Updated pip v25.0.1 -> v25.2
Updated setuptools v75.3.1 -> v82.0.1

Also updated the wheels of these vendored in `third_party/python/_venv/wheels/` to match.

pip can't go past `25.2` because `25.3` removes `--no-use-pep517`, which mozharness
needs to avoid a CI regression, see bug 1858663.
